Institution and Regulation of Ex-Soviet Economic Systems



Created in 1989 at the start of the USSR’s transition phase, the IRSES research program has the goal of organizing a common framework for work between: French researchers working on former Soviet type economies and their colleagues from the countries in question.

After having played an important role in building a community of researchers (namely by publishing the IRSES Letter from 1990 to 1994 and by organizing numerous colloquiums), the IRSES became responsible for managing contractual research for private and public actors.  These research projects are varied: some are independent projects while others are governed by university or academic institutions.

In this capacity, the IRSES has executed contracts for the Ministry of Defense, the Ministry of Economy (DGEMP), the TACIS program, Thomson, or Total.

The IRSES continues to support bilateral initiatives (such as the Franco-Russian Seminar on Russia’s economic development). As such, it is a stakeholder in agreements signed with the IPEN-ASR, the State University of Rostov (RGU), or the Vysshaja Shkola Ekonomiki (Moscow).   

The research themes are essentially focused on questions of applied economy (industrial economics, energy economics, financial economy, regional economics), as well as on problems linked to political economies in transition.  The IRSES is also in charge of a program that supports academic institutions in former USSR countries seeking to revamp their economics programs.
